What do you mean with Plugin-Server?
The URL https://josm.openstreetmap.de/plugin ?

It is a simple format:
"name;URL" in first line and following lines with tab stop contain the 
manifest entries. The JOSM-Server only adds translations and old-revision 
links for the SVN plugins. See
