no, there used to be distinct tools to create multipolygons, one, create
multipolygon, serves to create an empty multipolygon with proper outer and
inner roles preselected, while the other, convert to multipolygon,
converted a closed area into a multipolygon by also moving the tags from
the way to the relation. IMHO we "need" both.
