[josm-dev] Integrating notes into JOSM core

Hi Toby,

Great work so far by you and Ian Dees! You have full support for this 
plan of integration on my part.

I would have pushed this earlier, but I would also like to see some 
improvements to the GUI integration. E.g. what is the reason to have a 
dedicated toggle dialog for notes? Close / comment / reopen can easily 
be done in a pop-up when clicking the note on the map. Just the action 
of creating a new note is more difficult, but there would be multiple 
possibilities:
  * new tool in the upper left
  * make notes layer the active layer then mouse cursor changes to 
indicate that single click creates a note
  * right click notes layer -> add note
