[josm-dev] assertMatch and assertNoMatch

Hi,
They do what you think.
See http://josm.openstreetmap.de/ticket/10206 : they were designed for unit
tests but can be enabled at runtime with an advanced property.
I tend to skip adding these rules for basic cases but it's still
interesting for complex ones.
