[josm-dev] Website killing robot

Hello,

if somebody knows the Tunesian user who is using HTTrack on Windows to 
massively download our website from 196.203.108.54 IP addresses: Please 
tell him to stop.

If have no problem with a slow download even when this is pretty useless 
with a dynmic wiki, but 32 or more parallel connections will kill our 
server and is not tolerated.

As a 1-day block did not help this IP will now be blocked until the next 
server restart (i.e. very long :-)
