[josm-dev] Mouse symbols not visible

I can't reliably reproduce it, but it does tend to occur after some
other dialog inside josm is opened and then closed back to josm (for
example the tag editor plugin).  Not sure if this helps or not, but I
thought I would share it in case it clues someone in to better
reproduceability.
