[josm-dev] Banning plugins

Hi,

These belong to a group of plugins developed by students at University 
of Brasov (Romania) [1]:

* DxfImport
* ColorPlugin
* kendzi3d_Improved_by_Andrei
* BuildingGeneralization
* ShapeTools
* ContourOverlappingMerge
* LanecConnectorPlugin
* Remove.redundant.points

My guess is, that the students signed up for an interesting project, but 
did not necessarily have any relation to OSM before. This means a long 
term commitment cannot be expected.

It would be good if some could be merged with existing plugins.
E.g. we have already a core feature to simplify a way. Then there is the 
SimplifyArea plugin, which does the same, only better. Now the 
Remove.redundant.points plugin should be integrated somehow.
Next, we don't need "kendzi3d" and "kendzi3d_Improved_by_Andrei", the 
improvements should be merged.
