We keep plugins in working shape. Don't know what you mean by "on behalf". 
JOSM is a community projects which means multiple people are working on 
it. The author mentioned in the manifest usually is the main or first 
author and thus gets credit for that. In nearly no case it is the only 
author.

For people who can't accept that model there are these other methods. Each 
author can decide which of the options he chooses and has to accept the 
drawbacks.

It should be clear that I do not believe that you do or did participate in 
the JOSM developer community. When you do something you always choose your 
own way.
