I can download the previous overpass query to JOSM without any problem.
>From JOSM, I have tried and yes it is uneasy to reproduce what we do in Overpass-turbo. I increased timeout with [timeout:600] and selected the bounding box that correspond to the zeeland network.
I have a read timeout with 600 while it does work with timeout=60 from Overpass-turbo.

So the query becomes relation["network"="Zeeland"]; rel(r); out
meta;>;out meta;
That does not work in JOSM either. I get the error "Failed to download
data. Its format is either unsupported, ill-formed, and/or inconsistent.
Details (untranslated): runtime error: Query run out of memory in
"recurse" at line 1 using about 659 MB of RAM."
