De-Multipolygonize

Hi,

   I'm looking for a plugin/workflow that would do the following:

* Take a multipolygon relation that has no holes, just one or more outer
rings or pieces making up outer rings;

* where an outer ring is formed from several individual ways, combine
all these ways into one (keeping those old ways that are used by other
features, deleting those that are used just for the polygon)

* transfer tags from multipolygon to new circular ways

* delete multipolygon.

This is to be used to clean up areas where users have used multipolygons
excessively, to a degree that makes editing by "normal" users
problematic. (One such user, when contacted by DWG about making life
harder for everyone, replied that he found it an interesting
intellectual challenge to make these multipolygons.)

Does something like that already exist, or is there a plugin that does
something loosely similar that I could use as a basis for building the
above functionality? It's been a long time since I've written JOSM
plugins so I would definitely appreciate being able to modify existing
code rather than having to write things from scratch.
