JOSM server scraper

Hello,

if whoever started this month to massively scrape the data from JOSM 
server reads this mailing list: STOP IT!

The "403 Forbidden" should have been enough to understand this is 
unwanted. Circumventing the blocks shows that you did not learn the 
lesson.

I have no problem with slow page crawlers, but spending the majority of 
our CPU power for one website downloader is beyond any acceptable 
standards.
