2015 NAIP imagery not adding properly - How to fix?

This is probably a projection problem. I'm about to go to sleep so I can't
give you an answer for this particular layer, but you could add the
following TMS layer to your JOSM install to get the nationwide NAIP layer:
tms:http://{switch:a,b,c}.tile.openstreetmap.us/usgs_naip/{zoom}/{x}/{y}.jpg
This imagery isn't always as recent (I don't think USGS has the 2016 NAIP
loaded yet) but it'll get you going for now.
