Modify JOSM download limit

Hello all,

We are doing a bit of experiment to build our own internal OSM server. One
problem that we have is the download limit for large areas in JOSM. I
understand that this limit is important to avoid people draining OSM server
resources, yet we want to increase this limit since we are only using it
for our own OSM server. The question is, does this limit can be
modified from JOSM setting or is it coming from the OSM server? Any lead
would be appreciated.
