Changes of ways are not displayed when loaded via .osc file

I've done a survey and used Vespucci to document new housenumbers. Those 
informations I've exported into an .osc file. But when I loaded that 
file into JOSM new nodes and moved ways where displayed but not the new 
address tags of the ways/buildings.

I've checked the content of the .osc file. All changes are store in the 
<modify> part. The attribute 'visible' has everywhere the value 'true' .

The version of JOSM is 17919.
