Developing a new Plugin

Hi!

I`m Bruno Lattanzio, from argentina. I`m in an investigation project at the
University of Quilmes, and I need to develop a plugin in JOSM for it.
The thing is that I can't even start it. I try it different ways, of course
following the instructions of the developing guide. But everything I
tried got me a broken version of josm, more than a hundred bugs, most of
them are from imports of files that do not exist or aren't found.
I want a clean version of an editable josm mainly to make unit testing.

Can someone help me with this? Does anybody have the same issue?
