No. Whatever people use JOSM for does not have to be ODbL.

If the screenshot only displays OSM data, then we should be fine.

If the screenshot displays data the user has edited or if it contains 
custom annotations by the user, then the data displayed is not in OBdL.

This may especially be of concern for screenshots that display a 
background imagery, since that imagery is often licensed for use in JOSM 
but not for making copies of it (=> screenshots).
