As it looks like that the problem is automated offset loading when using
HOT Tasking Manager, I can offer _theoretical_ solution.

You may use Divide and map. Now. [1] and the corresponding damn JOSM
plugin [2].

The solution is theoretical, because it is NOT yet implemented. The code
of damn JOSM plugin needs to be improved [3].
