Restructured preset and support for JOSM translation format

While I had announced this work on the JOSM IRC and matrix channels I 
never pointed it out here.

In January I restructured my fork of the default presets to use the "not 
really documented" way of having lists of /list_entry/ elements in 
chunks. While this doesn't reduce the overall size of the preset file, 
it does make them substantially simpler to maintain. See

The other larger addition is supporting JOSM format .lang files, which 
means that if you use my fork in lieu of the original you can use the 
provided translations too, see 
https://github.com/simonpoole/beautified-JOSM-preset/releases . It isn't 
really documented that this will work for installed presets either, but 
it does and allows 3rd party presets to stop using the awful inline 
translations and to switch to using conventional gnutext translation files.
