The most authorative source I have found, is a norwegian PhD thesis (Steinar
Taubøll: Rettigheter til geografiske data), which I have only read an
excerpt from, seems conclude that this is not the case. (I really need to
get my hands on a copy of the entire thesis.

In whioch case, there is not a single street name added legally to OSM.
There has to be a flaw in that argument?
