Yes! But the CC-By-SA license doesn't distinguish between them.
Since the primary person I see being concerned about this at the moment
is Imi, his opinions on what should be allowed by the license would
probably be most informative here. (I know there are others, but they
seem to be less vocal about their concerns at the moment.)
