The API isn't, but the RSS feeds of latest changes give out the email
address of the user, and this is also published on a stats page
showing how much the top contributing editors have edited...

If IDs are being actively hidden from some parts of the system, they
should probably also be hidden from other parts unless people have
agreed to share their contact information.
