We should probably wait for the official legal answer.. However I don't
agree with Peter's statement in this case:

It's not possible to combine cc-by-sa and cc-by-sa-nc
The reason for this is what license would the resulting work be?
cc-by-sa says that anyone can use the work. However nc means that the
final work must be nc so the 2 can't be combined, unless the nc party
give permission for the final work to be by-sa or the by-sa party gives
permission for the final work to be nc (and we know how hard that would
be for the openstreetmap side...)
Try and convince the nc side to allow the nc to be dropped for the final
work....
