They have a choice between:
1) Paying for OS or other proprietary data
2) Paying somebody to create their own data
3) Using OSM data for free, but accepting the provisos that go with it

As long as you are passing on a saving to them, then I'm sure they'll
consider it, if not, then it's not OSMs fault.

As I understand it, the OSM license would only apply to the map within
the manual, not the manual as a whole. In any case I don't think SA is
really a major headache for something of relatively limited distribution
is it?
