Neither OSM or OSMF owns the IP, so we have no authority to issue any
kind of waiver or license variation.  The IP is owned by the
contributors.  It is submitted to the OSM servers under the CC-BY-SA
license by the contributors.  OSM / OSMF has exactly the same rights
and obligations as anyone else who has a copy of the data.
