The question is what is /should/ happen, not what /can/ happen with the
current setup. For the purposes of this part of the debate, pretend the
foundation owns the data (or has an unlimited license). Alternatively,
pretend there is no data yet, and we are trying to decide on a license.
If you want to argue about who owns the data or who should own the data,
use the "Who owns OSM data?" thread.
