I'm sure that OSM would love you to be able to do that.

The ways you can do that include:

1. Getting the money up front. So rather than releasing the map then charging
people who use it, get people to pay for its production. Whizzy web 
design look
like a good target for that.

2. Charging for customization and alteration. Most businesses don't 
know how to
add an arrow, let alone a nice picture of their shoppe.

3. Set up an advertising site using your own map and charge for inclusion.

4. Sell oversized prints on storm-proof paper to ramblers. A palm pilot or a
photocopy don't really cut it with hardened walkers. And it's a good souvenir
for less committed explorers.

I'm sure there's more.

This all assumes that OSM data can be copylefted, which we have yet to 
establish
legally.
