According to the CC document, copyright probably subsists in the  
schemas: "it is likely that the overall structure and organization of  
the database is protected by copyright". So not PD.

Therefore it's up to the authors (us) on what terms we grant  
permission to reproduce. (And whether we choose to sue for  
infringement!)

If, on the relevant wiki page, we offer permission to distribute under  
GPL then that's likely to be taken as relevant. It would be a good  
idea to add the standard GPL preamble to the files, but I doubt it's  
100% necessary. GNU's recommendation has no legal force AFAIK, it's  
not part of the licence.
