Yes, but permission would have been given by those other copyright
holders, perhaps in exchange for payment. With OSM or Wikipedia, it is
not practical to contact the copyright holders as there are many
thousands of them. Fortunately they have all given permission already,
but only under the terms spelt out in CC-BY-SA and GFDL. If you can't
comply with those terms because you have another contract, you can't use
the maps at all.
