[OSM-legal-talk] Merano Italy will be donating their data! CC-by-SA and donated data?

It occurs to me that one simple, clean way to address attribution more generally is a new action in rails which simply lists all the users who have contributed within some bounding box. The map, and any other use of the data, could then link to that page.

To coincide with the South Tyrol Free Software Conference and OSGeo
Code sprint in Merano, Italy next month
http://www.sfscon.it/2007/
http://wiki.osgeo.org/index.php/European_GIS_Code_Sprint#The_OSM_datacollection_event
the city of Merano has agreed to release all their municipal GIS data!
They would like to release it under CC-by-SA. My question to legal-talk
is, what are the practical ramifications for attribution?
Of course this is an open question. But we do have one precedent, the
AND data. According to the wiki,
that is licensed as CC-by-SA. And in practical terms, that has meant a
statement in the wiki, and all data has been imported
under the user 'AND'. To me, that seems sufficient.
Any thoughts?
Mikel
