That is logical.

There is nothing in the license that says we have to pinpoint who contributed what where; just that they are a contributor. As we are talking the legal fallout of the particular license petard we are sitting on rather than practical value (IMHO!) the simpler the solution the better.  Would that not be simply a link to an A, B, C, .. Z pages listing all the (15000 - non-public) contributors, refreshed occasionally by a batch script?
