The EU's report on the effectiveness of the Database Right found
almost no positive effects:

Bad law can be used to neutralise itself. But I am wary of recreating
it where it doesn't apply.
The interesting part of John's scenario isn't that DB right doesn't
apply in CC's domestic market but what happens when someone breaks the
contract there. If I have read this correctly there is no way of
getting downstream recipients to respect the contract once a *single*
person breaks it.
