Right, but it seems, at least to me, that you end up with the 
unfortunate situation that everyone who owns the differently-licensed or 
proprietary data gets the benefit of a better map (because they can 
combine their data with ours), whereas OSM doesn't get any of the benefits.

But I guess that's what you sign up for if you go PD.
