That’s only really as problematic as conflict resolution is currently:
That is, two different people try to change the same nodes+ways at the
same time.

From OSM’s point of view, whether the contribution is share-alike or PD
is nothing, because it’s only really compatible with share-alike
distribution (which PD allows, because it’s PD).
