You don't need local law; CC-BY-SA section 3 b. says that you are 
allowed to *create* derivative works in any case, and then goes on with 
restrictions (section 4) about distributing and publicy displaying these 
- as long as you don't distribute or publicly display, the whole section 
4 does not apply.
