Bonjour,
My organisation is developing some applications that could eventually use OSM data. I am looking at the future OSM ODbL licence to figure out what will be possible or not.
I think this mailing list (you) can help me validate my thoughts.
Some context:
My organisation has provided the community with complete digital map coverage over a very large territory (our product). We are also providing them with resources/suggestions to ease a massive import.

We would like to use OSM contributor's edits over that territory to detect changes. We are planning to run that detection/extraction process a few times a year for the entire territory.
Eventually, we would include some of these edits (after reformatting and editing) to update our internal database. Using that database, we would then create new versions of our product (.shp/.gml format). This product is freely available under the following licence

My thoughts/questions:
1- Because of our distribution formats, we should not consider our product a "Produced Work". Am I right or not?
2- Because our product is derived from multiple sources (internal, osm and others), should it be considered a "Collective Database" or a "Derivative Database"?
3- Considering our planned detection/extraction process, we will be extracting a "substantial" part of the content, even if the OSM content ever represents 1% of our final product. Am I right or not?
