I am thinking that there is not a formal system - Albertas has had to pick on 
one OSMF Board member and ask for their co-operation.
I can't imagine that a system will ever be simple. I was thinking through 
necessary steps.

Technical measures aren't going to make us immune; this is a human organised 
system and human eyes are going to need to look to find the problems.
