Well, kind of. But would not a simple PD dedication do the job just as well
as FIL?
The FIL looks very much like a PD dedication, with the only exception that
you have to distribute the "PD" dedication.
I think the FIL would be easier to deal with, if clause 2.2 was removed. I
fail to see that it gives me, as an OSM contributor, any advante or
disadvantage, but it does add confusion.
