[OSM-legal-talk] Open Issues wiki page

I have been through the Open Issues page and tightened up the  
questions, in some cases I have split questions into multiple question.

I have removed the discussion from the page, but I do hope that I have  
always kept the essence of the issue.

I have added a question about anonymous edits? Would they stay or go  
in the license change? If they are going to go for sure then should we  
not ban anonymous edits immediately!
