And the problem still grows every day. It grows when old users who
aren't going to switch add new data. And it grows when anybody
updates old data which was edited by users who aren't going to switch.
Finally, it grows by leaps and bounds every time someone splits a way
or makes a way into a dual carriageway or otherwise creates a
derivative without making it obvious that they've created a
derivative.
