You do realise that if you license your work under PD then you can't
prevent it from also being relicensed under ODBL?
You are however correct about different licensing situations and
areas, and I wouldn't agree to any license that wasn't cc-by
compatible.
I'm torn on the issue of SA (on data only, I'm not worried about
images produced from data) since this restricts <favourite commercial
mapping company> from just taking and not giving back, but it also
restricts more government involvement at this stage, obviously in
future this will change once there is enough data to make licensing
issue irrelevant.
