Partially yes, but there are also other changes (which I mentioned in another email). Even if the people who chose CC-BY-SA originally didn't mean for tiles to have to be that too, some pople signed up expecting it.
What people thought they were getting with CC-BY-SA varies a bit.

There's a good way to find out too. Wait until after we relicense (assuming it actually happens), and the propose we re-license under CC-0 or something. You don't need everyone any more, only majority of the OSMF and two third of the active contributors!
I should do that, just to watch the hilarious firestorm ;)
