You just have to comply with the CC-by-sa (and ODbL if you store the data in 
addition to the cached maps).


In a nutshell: say the data comes from OSM, and don't impose any (legal) 
contraints on the cached data.


You don't have to specifically ask anyone to make commercial use of OSM maps. 
That's the beauty of the license.
