It's an honest statement of the current situation as I understand it.

To give you the precise answer that you want ("Yes/No, OS data/traces 
are OK under the CTs/ODbL/DbCL") will take time and effort because it 
involves discussion with other organizations and with lawyers.

This is about getting the licence right. Anything else is a secondary 
consideration.

I think it would be the practical outcome for well marked-up data, but I 
probably should have added some caveats. ;-)
