PD style licences will probably be ok, but (viral) attribution
licences aren't any good under the proposed CTs.

OSMF's promise in the CTs to provide attribution on a web page may be
fine as far as OSMF's use of the data is concerned, and under ODbL and
CC-By-SA there is guaranteed viral attribution from any downstream
users too. However there is no guarantee that any future licenses we
are able to switch to will require attribution from downstream users.
There is also no way to enforce any attribution to the original
sources in produced works under ODbL -- which may or may not be a
problem, depending on the exact attribution requirements of the data
source.
