I can see that the terms would require OSMF to provide the attribution
page themselves no matter what the license is changed to, but I don't
think it produces an obligation for them to enforce the virality of
that attribution on any downstream users that they choose to license
the data to.
The ODbL already doesn't enforce viral attribution on derivatives of
produced works, and the "free and open" description of any new license
that may be adopted doesn't obligate any new license to have any
attribution requirements.
