[OSM-legal-talk] Interpretation of e-mail needed

Hi,

I requested permission to import routes of submarine cables from several
providers [1]. 

Today I got an answer of a US-based provider and I need a little help
interpreting it:

> You can get cable locations if you search hard enough - all routes
> have to be submitted to various public agencies for permits and FCC

I'm no native speaker but for me this reads like: "Take our data, they
are in the public domain anyway. But if you dig a little deeper, you can
also find all other routes on US territory (because they are PD)"

Is my interpretation correct? May we use their data?

(And a little bit OT: does anybody living in the US know where to start
digging? My knowledge of US public agencies is a bit limited, to say the
least.)
