So once again I'm met with silence and can only assume that produced
works licensed under cc-by or cc-by-sa can be derived from, unless the
ODBL prevents this in which case tile users must agree with a contract
preventing them from doing this activity, which would put a lot of
burden on websites producing and distributing tiles, not to mention if
this is the case that OSM wouldn't be compatible with wikipedia and
they'd have to source data from else where.
