the ontology objects were planned to work aside from OSM and to only
have spatial connection to the cartographic data, but I encouraged
them to use references to OSM-IDs where available to better connect

yes, the map data will be made available under the required OSM-terms
(cc-by-sa for the moment, potentially other licenses in the futures).

Yes, the license for every object will be stored in the db and
displayed when the object is shown. So if I interpret your answers
correctly, we will be able to display POIs (Icons for POIs and
multimedia content) over an ODbL-OSM map (also "together" when
delivered by a WMS-Server?) where this content is available only in
cc-by-sa?
