How do we match 121,000 with 17,800 ???

Over 121,000 contributors have already accepted the new terms and we hope you will too.
The Minutes state:
Of voluntary acceptances, we have 17,280 with still about 200 a day coming in. There are 284 declines and the rate has slowed right down to 3 or 4 per day. Each day 2250 who have accepted the new terms do editting, and about 50 who have declined, i.e more than average. We think decliners are trying to game the system, particular with regard to deleting then recreating relations.
