That's because the underlying assumption is that it's data, rather
than content. So why isn't wikipedia using Open Data Commons, after
all they store a bunch of stuff in a database, surely then it must be
a database full of facts issue as well.

The implication something, anything, must be done is the knee jerk,
the implementation is just fall out.
